Well, the "legal adult" age in the wizarding world is 17.. Age of consent is never specified..

As for the youthful look of Emma Watson, I supose it helps she is supposed to be a 16 year old in the films. I haven't seen non-HP films of her, though.

Presumably they use make-up and such to make her look even younger, too.
