Well, the "legal adult" age in the wizarding world is 17.. Age of consent is never specified..

And those aren't always one and the same.

Still, the actress is nineteen now so stop looking at me weird.

As for the youthful look of Emma Watson, I supose it helps she is supposed to be a 16 year old in the films. I haven't seen non-HP films of her, though.

Presumably they use make-up and such to make her look even younger, too.
