I wouldn't say it's entirely senseless - depending on how the newer engines worked, they might to more damage. By having a much more volumous subspace field, for example.
Well, TNG era engines were supposed to damage subspace, so maybe they restricted their use in-system due to possible effects?
I'm... somewhat uncomfortable with that episode. It damaged subspace... in an area already rife with instabilities. Then Greenpeace IN SPACE blew up her ship and ripped open that hole. Gee, what'd yah think would happen?

I think they realised that. I believe they were trying to buy time until they figured out how to fix the problem. They weren't trying to stop the damage, just minimalize it for the near future.

aka the Warp 5 limit... There also seemed to be a stress limit so maybe there was a preset amount of Warp Stuff that would hurt space... If you weren't going fast enough then you weren't hurting space with it.

I think they're position was the damage was not isolated, but it was more severe in that area due to high traffic or some such, and it threatened their home or something like that.

I try in general to not apply my own particular "canon" or personal interpretation of onscreen events, but in this case it doesn't hurt my brain as much to just assume that what's-her-name's findings were checked thoroughly by Starfleet/the UFP and found to be wrong. It explains the subsequent complete ignorance of the speed limit, to boot.
