Basically it's saying that there is a fairly decent chance that the North Pole icecap will actually melt enough to expose open water this summer.

Actually, the north polar cap melting won't raise the sea level by much, as the ice is already displacing water. By the way this probably won't do anything to convince those who want to ignore global warming. The reason being that the earth has been in a warming cycle far longer than mankind has had the tech to make a difference.

The catch-22 regarding attempts to "fix" global warming is that the most ambitious plans have (and have had) trouble achieving their lofty goals, while plans meant to be more easily achievable are criticized at not going far enough.
