Chief Investigator of the Vulcan High Command's Security Directorate, Stel was in charge of the Vulcan side of the investigation into the bombing of the Earth Embassy in 2154. [2] He believed that the Andorians or the Syrrannites were responsible for the bombing, but a mind meld of one of those injured in the blast indicated that in fact Stel had planted the bomb himself. Documents were subsequently discovered in Stel's home which indicated that he was a Syrrannite. [3]
