Do we know if the cannon FIRED or EXPLODED? After all, if he has shrapnel in his leg, I doubt he deliberately fired at someone.

According to what I've read, the guy was acting pretty upset and somewhat surprised by the turn of events - and drunk. So there's a chance that he just had an accident with his "Lil' 8-Pounder Home Cannon" kit.
