Well, he would also momentarily reduce the train's speed by some fraction of a mile per hour. That still counts as an obstruction, right?

I'm laughing right now at a mental image of the guy if he were a split-second slower and got taken apart at the waist... then an officer cuffing and dragging away the remaining legless body and arresting him for obstructing the train.
