Yeah. Ransom had been a Captain since before Janeway joined. She cited him in Equinox as her inspiration for joining the science division.Mark wrote:

Had that Regulation not got pulled out of somewhere that shall remain nameless, we would have to assume that the most senior captain (which I believe would be Ransom since Janeway just got promoted to Captain and assigned to Voyager before getting lost).
