Just noticed, that quote mentions that they were able to neutralise the webs. But what about other weapons?

Maybe not.
If it was to advanced and they were just refugees running away they might not have the know how or skills to do it.
If you had to leave home could you build a F-16?

Flawed analogy. I can't build an F-16 while sitting on my couch at home.
Are you saying that they lost EVERY SINGLE ENGINEER among them when they took off for our galaxy?

True but your assuming they have people with the skills to build it. They were running away. It would make sense the Tholians in our Galaxy are the cream of the crop. They might also be lacking the industrial base to do it.

If they were the cram of the crop, they should be MORE able to fo it, not less. Lack of industrial base - I could buy that theory.

If a dangerous fall were imminent and the ability to flee safely to another galaxy were available, wouldn't it be the best and brightest who escape?

That's really the only time anybdy retreats, isn't it? I don't see how that would make the smart kids in the class stay and NOT escape.

The majority of people who are refugees are families and the like.
Our Galaxy could also be one of a few they went to. We just happened to get a group with not a lot of engineers.

You would think, if they did travel to more than one galaxy, that engineers would be as evenly distributed as telephone sanitizers.

No reason to assume that. Their society could be built different. Maybe we got a clan that is rather poor in terms of science and engineers.

No reason to assume that, either. To tell you the truth, the whole idea might work for whatever game it's in, but I don't care for it as a "real" backstory.
