I think having Shades of Gray take the top spot was a cop out. Yeah, it's a clip show. Clip shows are awful, horrible, a cancer on humanity... which is why putting forth it as the worst TNG episode is a cop out. Put up the worst episode that was awful on its own merits not just because it was a clip show.
Not that Shades of Gray wasn't incredibly bad.
Oh, back to the homosexuality issue. Racial prejudice is also supposed to be a thing of the past by the time of TOS and yet they had episodes that had episodes about it. Say sexual orientation is of no consequence in the Federation, then have them run into people who still get worked up over it.
