The Romulan's were changing. For the first time they were removing the shroud of secrecy that had guarded their boarders for over a century. They were not however, ready to join the federation or make a fool-hearty alliance with them. With the senate opening up more and more to become more active in intergalactic affairs, the Tal'shiar became much more ruthless in its intelligence operations. They began to see the advantages of a more diversified fleet as well. While employing the D'Derix, and Valdor Classes, as the main ships of the fleet, the Tal'shiar sought to create another more powerful ship to fight the Federation and Klingons, and control the factions of the empire.
The Devroar Program was established to meet these ends soon after the Reman uprising. Its first goal was to develop new technologies to prepare the ship against the battles to come. It experimented with several wepons systems, propulsion systems, shield systems, armor systems, and their cloaking technology. They were able to catch up to many of the advancements in the Federation, but not all of them. They created a new power system more reliable than using a quantum singularity, but somehow just as powerful, intelligence on this device remains limited. They also were able to greatly increase the power of their disruptor cannons, and develop the quantum torpedo. They also were able to duplicate the Cloaking device fielded by the insurgent Remans, and are now capable of sustaining warp, shields, and wepons fire under the cloak.
The Ship designs were completed in 2387, and resources were acquitted from the science ships to build the prototype ship. Intelligence indicates that in 2390 a failed attempt at integrating the nacelles into the ship caused the program to be halted. However, in 2392, after the Romulan's caught word of the Federations new battleship, the program was reinitiated. In 2397 the RSE Devroar powered its way out of the shipyards eager to prove its loyalty and value to the Romulan senate and people
