The United Empire of Planets? The future Empire has to be smarter than the Federation of the 24th Century! Kirk wouldn't allow it otherwise (and can they possibly be dumber?)

With Kirk in charge, how could it not be smarter? I think with Kirks love of getting into a fight, the klingons may even sign up!
