How about, "Who cares?" These are brigands who not only steal, but abduct innocent civilians for profit. They don't deserve the protection of international law unless they are willing to live within it.

I agree; that wasn't my point.

Seafort and I had a discussion a little while ago about the legality of covert-ops concealing their weapons and not wearing identifying markings; they're considered terrorists because of that. I just find it odd that a vessel doing the exact same thing is somehow acceptable.

I see your point; I would posit, though, that in the case of a spec-ops agent with no identifier, you're talking about an offensive operation; in the case of the q-ship, you're talking about a vessel that for all intents and purposes is unarmed unless fired upon.
