So is the EU army an actual force or is it just talk?
What does defeat mean to you?

Talk at the moment IIRC. They've got quite a few obstacles to overcome to get one up and running and if they do, how do they intend to get anywhere? Most EU countries have very little in the way of air or sealift capability.

I Imagin if it did formed it would just be NATO mach II. Designed to hold back Russia and maybe certain middle eastern countries.

Then it'd be pretty pointless. Most European countries have jack and shit for military capabilites, Germany has just one armoured battalion now. And they have even less will to use it.

They just want to be the "over" government, or actually eliminate the actual sovereignty of all the different countries and merge as one?

They want to make a United States of Europe, basicaly.
The problem is that they're so fucked up that it would cripple Europe completely.
