What about Tamarians? Their starship weaponry is certainly up to par with the Enterprise D, if not outclasses the Enterprise D's defense capabilities. I don't think they would threaten anyone though. They may wear their daggers close to their hearts (I guess), but they seem pretty easy going.
Before their fall, the Cardassians were definitely #4. They were far behind the big three though. The only dangers to the Federation, Romulans and Klingons are each other.
If there is another TNG based Star Trek series, the Tholians and Gorn would probably be too expensive to be featured heavily, if at all. The Miradorn have potential as do the Breen. The Breen though were just a gimmick. Once their energy draining torpedo was neutralized, their ships became as flimsy as the Galaxy class. Too bad. Their Starships were certainly an interesting design.

But I doubt they could have kept that level of power for long. They were streching their capabilitys as it was.

I don't think that the Tholians or Gorn have the territory to provide resources and industry to match the "Big Three." And at this point, as Teaos mentioned, neither do the Cardies.
