Indeed, I was referring to whether Vulcans can procreate only once every seven years. I figure a Vulcan should find sex for procreation an entirely logical act, even if they choose to suppress any nasty pleasure.

Planned Parenthood is the way. When they're ready to have children, they'd have sex as much as possible until the deed is done. I'm sure Vulcans being telepaths would mentally feel the sperm enter the egg and form a cell. They'd feel the sensation of a new life being formed. Mission Accomplished. Then they'll get back to finger stroking.

I always assumed that Ponn Farr was sort of a release of the "animalistic" and "emotional" motivations that Surak-following Vulcans normally repressed, so it wouldn't be common with other "Vulcanoid" species like the Romulans or Mintakans.

No they don't. It wouldn't have worked with Sarek and Amanda if that were so. The hand touching seems to be an intimacy display. It's those holodeck/warp plasma pirates from ENT that reproduce by touch, well sort of any way.
