Why do you doubt a Provo saying that it was the Provos, if the Provisional IRA as a group never claimed responsibility? The method, the motive (a desperate need for cash to fund arms purchases,) and the supposed killing stemming from the horse panicking and the unfamiliarity with horses of the kidnappers all agree with the PIRA theory.
