That seems correct. We count the following supporters as founding members.

Jacron Alliance
Tholian Assembly

Tamarians (From our limited understanding of their commuincation we believe they are referencing a story in which one who is thirsty is provided with sustanence from a larger group, but we can't be sure).
If this project is to go forth then we ask that all powers make plans to appropriate the 833,333 credits to fund the station this year so that restoration can begin. The Tholian's have objected to the free passage for all the minor powers which is something we do not agree with but are willing to discuss. We just believe that if they are asked to pay higher cost they will likely demand (and rightly so) a voice in running the station.

Once that issue is settled we can move forward.

The Federations vote is to approve the agreement with the following text. Section 5 of membership is the only section not approved by all powers and the Federation votes to add that section as well.
Draft Charter for Neutral Trade Station (NTS)

Legal Status

1. The NTS shall be neutral territory and will be administered by a council comprised of the members (defined below) of the Charter who shall have as their only purpose the efficient administration of the station.

2. No power shall use the NTS to supply its military ships, though the council may ask from time to time for small groups of ships from all members be sent to defend the station against piracy and other minor threats.

Membership

1. A government may take membership in this organization by paying its proportinate share of the refubishment cost for the station (5 million credits divided by the number of governments participating in the initial setup).

2. A government may later apply for membership by paying an amount equal to the founders share of the refurbishment cost which shall be distributed equally to all founding members.

3. All members are entitled to five decks of sovereign space to which they can control access and house their official delegations on the station. The remainder of the station will be open space and policed subject to the rules adopted by the council.

4. Members may make such security arrangments as they wish for their soverign space on the station but may deploy no more than 2,000 soliders or security persons to this station.

5. Nation-states which do not or cannot pay the membership fees are invited to join as non-voting trade only members. Such membership is created for smaller nations numbering less than 100 billion citizens or any nation given special dispensation to participate under the trade only program by unanimous vote of the full members. For nations of less than 100 billion citizens they shall be allowed to join simply by expressing their desire to do so openly and will be barred from participation only by a unanimous vote of the full members.
Trade

1. An "Open Trade Market Area" will be established on the station to facilitate the efficient transfer of goods between powers.

2. A member shall be entitled to take as imports and amount equal to what it exports to the station except in cases when its exports exceed the imports of all other members. In that case the member shall take in return for its exports an amount of imports equal to but not exceeding the amount of exports from all other members combined. The excess trade from that member will then be apportioned in a proportional manner to the volume of trade provided by other members. Thus if a member was responsible for 20% of the trade brought to the station they would be entitled to that amount in return, plus 20% of any excess.

3. The council will manage a permanent tariff that will be adjusted annually to fund the maintenence and operation of this station estimate at 250,000 credits per annum. Each member will be notified annually of what their tarrif fee was for the previous year.

4. The council is authorized to impose an increased tariff of no more than 5% for no more than 5 years to make necessary capital improvements to the station from time to time, provided there is unanimous consent amoung the members for such improvements.

The Federation would like to announce that starting this year it will export aprox. 12.75 million credits worth of goods to the newly established common market on the trade station located in system 581. Additionally the Federation will allow any route passing to and from that station tariff free, provided that power lets us know of the establishment of such a route and its departure point from their terriotory so we know where it will enter and exit our space.

Additionally the Federation will be stationing a full ambassador and embassy on the station and we strongly encourage others to do so. This would facilitate face to face communication that might lead to greater understanding among the various powers.

We will divert the trade from routes of races who trade through the facility to it instead. We will also be moving an Ambassador out there with his diplomatic staff.

THE THOLIAN EMPIRE WILL BE SENDING 2,850,000 IN TRADE GOODS TO THE NEW STATION.

WE HAVE HEARD A RUMOR THAT THIS STATION HAS BEEN DUBBED "BABYLON" BY THE FEDERATION AND ARE CURIOUS TO ITS OFFICIAL DESIGNATION.

THE EMPIRE WILL BE SENDING OUR OWN AMBASSADORIAL TEAM TO THE STATION AS WELL. THOLIAN AMBASSADOR Q'ASH AND GORN DELEGATE G'LAR WILL ARRIVE WITH A FULL STAFF.

The Ferengi Alliance is planning to move as much trade as possible to the new station. All of our current trade partners are encouraged to do the same, at least the amount we were trading. If there is a problem with doing so, please contact us and we will see what can be done.

We will also be sending our CEO of the External Economy and his support staff.

Our hope is that all current trade partners would agree to routing trade through the station. However, we would not simply cancel trade. That is why we have announced our desires. If any of our current trade partners have an issue with this, please contact us privately, so that we can work something out.

The Romulan Star Empire would like to announce the conclusion of a new border agreement with the United Federation of Planets concurrent with its return to the inter-galactic stage. It is unwise for anyone nation to segregate themselves for an extended period of time.

As such, to facilitate diplomacy and trade, we also request space on this new neutral station.

The Federation confirms this agreement and supports the move to have the Romulans join the trade station. We believe the most efficient manner for this would be to have the Romulans pay to each full member a share of the cost to setup the station, effectively bringing down the ownership shares of each nation from a 1/6th share of the 5 million in capital initially invested to a 1/7th share.

We applaud this most positive development. The influx of Romulan goods will certainly swing the market upwards.
