In brief, Alaska has been giving a loophole - consisting of some nonsense about "predator control" - to people to allow land-and-shoot wolf hunts. "Land-and-shoot" means precisely that; tracking and/or herding prey and either landing to shoot or even shooting from low altitude. It's widely regarded as inhumane, since it often leaves wounded animals and rarely provides for a "clean" kill. Even the majority of hunters decry it is unsportsmanlike. When it was first put to referendum in 1996, Alaskans voted to outlaw it; it was reinstated by the gov before Palin; and Palin even put forth a measure to pay $150 per wolf kill, even though such bounty measures are illegal in her own state.
