Ya...it's hard for even me to come up with an excuse for it. And that's saying something, cause I can come up with some weird stuff. Not as weird as Deep's rolling phaser emitter idea which wasn't even a necessary explination, but still, I can usually come up with something.

I can only surmise that the entire military records of Earth and it's local allies were destroyed in a horrible fire related accident and all military personel and hobbyists became Terry Schivo at the same time. Of course for this to work, the average Milky Way citizen would have to be lobotomized so they don't realise that "hey I don't get shot if I take cover behind this rock!"

I think a more reasonable is that weapons are powerful enough that taking cover doesn't work, but even that doesn't work considering the only time we've seen phasers penetrate solid objects like that is when the plot calls for it, like cutting through something or for comedic effect, like when Quark was hiding in a safe, which you would think would stand up to weapons better then the crates not even being burnt or scratched by the same beams.

Even if there weapons were as powerful as all that (and as you say they aren't), it still makes sense to take cover simply to make it harder to hit you.

Given that the humble packing crate seems to be invulnerable to phasers, I think taking cover is just freaking common sense. I've never fired a gun in my life, and despite that I'd still know that cover = life.
