Here's my thoughts, which certainly aren't gospel:
1. Where we're operating, I don't think you have to worry too much about Federation/Starfleet regulations or authorities.
2. Very small. Larger crew means more people who could possible talk "out of school;" plus, almost everyone on board is somewhat of a jack-of-all-trades, without the specializations of a Starfleet crew. Additionally, we have an AI for navigation and operations control. Then we dispense with all the science and research personnel which are found on Starfleet ships, and we have a pretty small crew indeed.

On a side not the Stryker looks like an A.B.C. with wheels. I guess that's where the design came from. For the ABC's I mean.
While the Intrepid had a crew of 150, that included scientists and three shifts of crewman. And we don't have as much to maintain on board, and Voyager was seen operating for a month with only Seven and the Doctor operating it, and the only damage came from the effects of the nebula they were passing through. If they could do that I don't see why we can't.

With regards to crew size;
The Intrepid had 150, but our ship likely has a very large area devoted to cargo storage, while the Intrepid doesn't. Let's assume this reduces the number of crew by half (75).
Now, that number also includes a large amount of scientists and other non combatants. Let's say a quarter (37) of the halved value is science personel, and let's take them away, too.
In addition to that, our ship also has an AI system that can monitor various systems. This would reduce the need of having crewmen constantly on watch, monitoring various systems. Let's say that halves that number of necessary crew again.
That leaves us with a miniscule number of nineteen crewmembers. Seven of those are player-controled characters, which would leave us with a fairly good number of expendable 'Redshirts' filling in the background.

It's debatable how much of the troubles to the ships systems were caused by the nebula. But I remember seven talking about how systems required constant maintenence on her part to not fail, with the implication that if things continued with just her the ship would fail, but that she could keep it functional for the month if it wasn't doing anything but going straight. Also I recall the EPS system went down or nearly went down just at the end.
(Also the writers needed to get seven alone for a long time for the plot.)
I also don't think the Intrepid class had a lot of crew for science and stuff the way that the Galaxy does. I'm also not so sure an AI in the computer would make it better at monitoring stuff given the same sensors and such. Monitering is something even current computers do pretty well.
Regardless I don't think we're planning to have the spit and polish level of maintenence a fed ship runs with, nor are we over crewing in order to be able to rapidly deal with combat damage the way warship(or starfleet ship) would. So a crew in the range of Rochey's 19 to 40 seems fine. Or maybe less if we stop in ports for overhauls instead of self maintenence.

Shoot I was going to PM you about getting one of Cechs messages and getting him on the ship as well.
Maybe we'll have to hope for Sharkey to get back soon (not looking too likely). Or Blackstar.

Yeah. Or if you're really worried about the rule you could edit your last post to snap out of it and clear me for entry. Then I would post and it'd be up for other people again (maybe you then responding to Sekhts request. Possiby even writing in a little for Blaskstar to bring on Jabbers in a bit. )

Ooop. I think you misunderstood me. I wasn't requesting an emergency transport for myself. Danubes come with the things standard and Cech, paranoid about the place, was ready to have the computer beam him out.
The first message I sent(from the helm of the Danube) was
"Anybody there? I think your crew could use some help in the station! Let me know if you need assistance. Hopefully I'm working with you. Hello Starbolts Pride? Please, respond! I'm sending telemetry on their location, though I bet you could guess."
But that would have been right after the hull breach when Cech was figuring the whole area was about to blow up or something. You were actually in the room at the time I believe.
Now it would be well after that. The area is stabalized and you'd gone back to your ship. Bossk is back drinking again. The last message I sent was.
"Guess nobodies home. But I'm still here and I imagine you still need a good engineer. So contact me when you get back I'll be here. Cech out."
At this point Cech is looking to get his Danube onto your ship and start checking things out/making himself useful.

Ah right...so you want permission to dock? Or can the Pride transport a Danube class runabout?

Yeah Blackstar set things up for that.
"The freighter, known by it's new name, Starbolt's Pride was as unique as her captian. It's massive cargo capacity was only matched by it's reletivley massive weapons and shuttle bays."
A Danube is only ~15% longer than Gunny's ship. And possibly smaller in volume compared to Sekht's ship.
An Intrepid class ship(About our size but from the outside not seeming to have a massive shuttlebay) could easily hold a Danube in it's bay from some of the internal shots with the delta flier for scale. Actually it could hold a few.
So I figure the Pride won't have a problem. Remember the
Pride is a big ship. Due to our boxy design we probably have more volume than a Nimitz class aircraft carrier.
Oh and just because it was buried in an old thread.

I'd guess the black thing on the bottom is the cargo container. Maybe the shuttlebays would be on either side of the ship with entrances in the rear above where the nacelles connect?

The things Cech is looking for is:
To get the Danube in the ship. I don't know that you could use a transporter to beam it in. But he should be able to fly it in (probably scraping an edge of the wall when landing it), or you could tractor it.
To get busy checking the ship out to prove his competency/fix some stuff.
Confirmation that he's hired as a "head" engineer or scientist. (Though he might have to wait on that until blackstar shows up)
