So my brother in law, despite having lived in the UK for a decade, is having great trouble getting things done. His current thing is getting a painter for the "flat" he just purchased. Being from the states I'd think this would be relatively simple. But in Manchester it seems to be difficult to actually get someone out for a quote and to do the work. Any words of British wisdom?

Find a Polish guy. They'll be very diligent, turn up when they say they will and do a good job.
That said, there are a couple of websites that give reviews on tradesmen. They provide reviews for said people:

I had to get my kitchen ceiling replastered recently. I just googled "Plasterers in Banbury". The first link that came up was a list of plasterers, I rang the first name on the list and he was round to have a look at it a couple of hours later. Six days after that he was back and did the job. Great work, very reasonable price, couldn't be happier.
Maybe your BIL
could try that?

Well, 2 weeks away in Scotland has done me wonders. Except for my knee's, hopefully they'll forgive me for conquering Ben Nevis soon.
