SECTION FIVE MAKES LITTLE SENSE TO US. TO ENFORCE SAID RULE A THIRD PARTY MILITARY WOULD HAVE TO FIND, BOARD, AND SEIZE SHIPS IN OTHER POWERS SOVERIGN SPACE. There is no intention for this treaty to allow the ships of one nation to enter another and begin conducting scans and searches. However if the ships of another nation enter your territory this treaty makes provision for those ships to be searched to determine if they are transporting WMDs. Many nations do not have common borders with other nations and may pass through the territory of another to arrive at their destination. This treaty would allow those ships to be searched.
We will confess that this treaty will be largely self enforced. Should two nations sharing a border decide to trade these weapons there would be little anyone else could do about it. It is a deficiency but are any of us willing to open our nations up completely to the inspections of another party? Most of these weapons could be installed in a small torpedo casing or manufactured in a small installation. Truly verifying that these weapons are not being trafficked would be an almost impossible task. Instead, we believe this treaty will be enforced because it is in every nation's best interests to avoid the spread of these weapons. If someone approached the Union offering to sell us these weapons owning them does not make us safer, it only makes us a target. No, it is in our best interests to not purchase the weapons and according to the provisions of this treaty report the violation.
If we act in unity there will be no market for these weapons and no benefit to trying to traffic in them.

We support the Cardassian notions. We have already stated that any ship that attempts to search Klingon warships in out territory will be treated and hostile and will be destroyed, but the measures to police these technologies from their likely transport method, via civilian vessels, is important. The spread of the coward's weapons is of critical importance.
We also call the Ferengi and the Romulan empires to give their position. We suspect that this will directly affect the weapons sale industry promoted by the Ferengi, and as one of the galaxy's main powers the Romulan Empire has a responsibility to give its position on this agreement.

Dorvan Non-Proliferation Treaty
1. The signatories of this treaty agree that weapons of mass destruction serve no useful military purpose. These weapons exist solely as instruments of terror and genocide and have no place in civilized society. The signatories further agree that it is in the best interests of all civilized peoples that these weapons do not spread.
2. Weapons of Mass Destruction are defined as weapons that can destroy planets or stars in their entirety, who have the power to destroy all sapient life upon a planet, or can render subspace impassible. Weapons that will be covered in these treaty are, but are not limited to, directed radiation weapons such as tholaron radiation emitters, trilithium based weapons, subspace weapons, forced terraforming weapons (Genesis devices), biological weapons, and chemical weapons. These article may be amended to include new classes of weapons with the consent of all signatories.
a. Tri-Cobalt devices are excluded from this treaty.
3. In order to halt the spread of these weapons the signatories of this treaty agree to neither sell nor purchase any weapons of mass destruction or the technology to construct or research them to or from any other entity be it a nation state, organization, or individual be they a signatory of this treaty or not.
4. If any attempt is made or offer received to sell or purchase these weapons by or to a signatory the signatory shall publicly disclose the event as well as the parties involved immediately.
5. To enforce this treaty the signatories shall reserve the right to search any foreign ship be it trade, warship, or private, of another nation that crosses into its territory. They may use whatever means they deem appropriate to conduct the search. The force used to enact a search should be proportional. Signatories do not have the right to conduct searches or scans on vessels inside another nation's territory.
6. If the transfer of banned weapons or technology is discovered the signatories have the right to take what steps are deemed necessary to halt the flow of these weapons or technology. Signatories may elect to refer the violation to the larger treaty body as a whole for collective discussion or intervention but the treaty will in no way bind signatories to courses of action they do not endorse or to discussion with the full treaty body.
7. Signatories of this treaty may withdraw at any time with public notice of their intentions.

This version seems acceptable.

Given the instability of these devices at present they serve no useful, peaceful purpose and can only be used as weapons. We agree with this proposal and will amend the latest working draft.

The Cardassian Union is formally calling upon the leaders of the worlds of the former Breen Confederacy to publicly denounce the attacks upon our ambassadors and your own people by extremists. Our ambassadors arrived to try and help smooth relations between our peoples and in return madmen murdered hundreds of your countrymen just to kill a handful of Cardassian's who had arrived only to help. We refuse to believe that these terrorists represent the will of the Breen people and we ask that you confirm that.

In exchange for agreeing to remain a true neutral in the region the Federation and Klingon Empire have agreed to guarantee the security of the Ferengi Alliance against all external threats.

As a nation and a people the Federation is honored to be invited here for this glorious occasion. Our people's have a long and complicated history. Recently we have shed blood as brothers against a common enemy. Prior to that we shed one anothers blood in a long history of conflict.
From the perspective of the Federation that conflict has created a situation where the Klingons, while holding many values very different from our own, are prehapse the race we understand best. The foundation of this understanding is the Khitomer Alliance, which for many years has bound our two people together and served as the bedrock on which regional security and stability has been built.
That this relationship continue to be strong is among the most important issues facing our two powers. Were we to fall at odds with one another then others would stand to profit. If the Dominion War proved anything it is that our two powers working together can achieve remarkable feats. We see no reason for this to end.
To that end we would like to present the new government with a gift. The IKS Qel'Poh, better known to Federation citizens as the HMS Bounty. This ship represents many things but mostly the interdependence of our people. Dispatched to seize a device from the Federation during the darkest time of our relationship it was nearly successful in its mission before being captured by James T. Kirk. The ship then went on to save Earth from disaster in a way no Starfleet ship could have in the process restoring to good graces and service Captain Kirk. In his restored service Capitain Kirk then helped to cement the peace accords between our two people at Khitomer, stopping a disasterous war and laying the foundation for all we share today.
There are those who say our differences and our history make the continuation of our alliance difficult, if not impossible. However we believe the story of the Qel'Poh is illustrative of the larger picture. The fate of our two people is intertwined. The future remains a great unknown but having served with Starfleet during the Dominion War let me say personally that I can think of no better reassurance than to face that future with the Klingons at our side and we indeed hope you share that sentiment.
With that in mind let us drink to the long and glorious reign of Ro'kagh'meh, ruler of the Empire and friend of the Federation.

You honour the Empire with this gift! It is a name decorated among some sects of our people, not necessarily for the right reason. It is no matter! It will find a way as a memorial to our past!
As you have so eloquently told, the empire and the Federation have a history of every colour for the past 300 years. From the Federation's very birth we have been both adversary and ally.
In the 22nd century, the Federation was little more than a collection of regional powers united due to the remarkable strength of will of one race: Humanity. Even then, collected under one banner, the Federation were upstarts, a small and insignificant nation blotted in a sea of stars. The Empire set itself as immediate adversary at this time. Why should we care for a motley collection of races constantly bickering. They were in our eyes weak. They were in our eyes ripe for the plunder.
And then, the Romulan War. In many ways, the Federation was made in the Romulan war. A race technologically superior, a race that had flown the stars for centuries longer, how could they lose? The Romulans drove into the core of the Federation. They were driven back. The Romulans pushed again, and were driven back. Final desperate pushes were made, and each and every time they were driven back. That insignificant little empire had burned with a fire of war that few had ever seen in our time.
A perfect adversary you may think? Over the years, we have warred the Federation, we have plotted against them and striven for its destruction. Indeed, some still do. But we know now, after the billions of lives cost at the hands of the Dominion War that there is a better way. The Empire and The Federation have been drawn together under a banner of necessity. And what better a banner may there be! Two nations of great power are drawn together, and frankly we have come to respect the Federation. While it may still cling to it's peaceful mantra, there is no doubt that the Federation is a relentless and indefatigable foe should they be incensed. They have fought with ire and with honour, and to that end they are an ideal ally!
In return for the earlier gift we have recovered and reassembled the wreckage of a proud Federation ship, the USS Enterprise-C. The warriors of this crew gave their lives to save at the time hostile Klingon's from an even greater Romulan foe. this represents the alliance as a whole, a brotherhood of blood and of war that has protected the stability of this quadrant for the best part of a century.

The Ferengi Alliance would like to announce we have a breakthrough technology that is available to all powers equally.
For a long time, the ability for a ship to cloak has given them the first strike advantage. Even if you detect them, forcing them to decloak can be difficult, especially as the tech war between cloaking devices and sensors continues. We have a solution for that.
We have developed a device that forces a cloaked ship to decloak. A mild EM pulse that interrupt the flow of power throughout the ship. Just a few seconds loss of all power means the cloak disengages, without harm to the occupants (besides panic).
This allows the defenders to strike first, making the cloaking device a tool of war no longer.
This device sells for 40 million credits, either at once, or through a payment plan. As always, negotiation is acceptable and welcome. All interested parties are to contact us privately.
