Simple - neither Mossad nor Tzahal (in and of themselves) have nukes.

They were, however, the lot in change of making sure that Israeli secrets stayed secret. They weren't overly successful in that case, and it's therefore because of them that the official line of "Nukes? What nukes?" is treated with the mild amusement it is.

Yeah, they're certainly better at blowing up Ethiopian air traffic control towers than keeping state secrets.

That and they denied having cruise missiles, you know... the ones the US gave them.
