To kill someone you need a special facility, appeals after appeals. Solitary confinement, guards ect ect ect.
It is cheaper to keep someone in prison for their whole life than to kill them.

Kee could get tossed into solitary confinement or face loss of mail privileges.

When I was in corrections the inmates didn't have net access, from the article it looks like he is doing this by mail.
