You're referring to the wait between election and inauguration? Good question. Apparently, nobody has cared enough to amend the Constitution, although those last few months of a presidency before a new inauguration are generally meaningless - "lame duck" is the term we use for a sitting president whose replacement is waiting to take office.

The waiting time has actually been reduced, it used to be much longer.

I'm not sure, but I would guess it came out of practical reasons. It gives time for a winner to put their affairs in order, deal with any recount controversy, and set up. It's pretty easy to get from Glasgow to London. But back when it was a new state moving Palin and her family out of Alaska to DC would take a bit of doing and well more than 18 days.

They also might not have viewed it as a problem.

Yeah I'd guess it has to do with getting ready for the job, running for president and knowing you are going to get it are two different things.

Most of the time, someone is vacating an office to accept the presidency. Time needs to be allowed to fill that office.

In the UK if an MP leaves his post then there is a mini election in that constituency. That happens at what ever pace is required. It wouldn't stop that person going on to do anything else he wanted to do. In your example if there was a death then the current post would have to sort it's self out without him/her. Why is this circumstance any different, surely the more important thing is for the elected official to get on and do the job required of him than to sort some other post out before he can move on.

I guess that lag has never been repaired because no pressing need to do so has ever arisen.
