I guess I think of low education, but that they're distinct from white trash in that they combine it with a respectable work ethic. So they're usually farming or some other kind of manual labour.

Governments are stupid. They do stupid things. Things like this. When you reach my age you won't be surprised by dumb stuff like this anymore, particularly not from Russia. It'll be quietly unbanned in a few months once they realise it's not going anything.
