I will try to find the article again, but here's the basics.
Toyota has purchased production rights, and they state that the car will be ready by the 2010-2011 model years.

Any idea on how cheap these things will be? New technology aside if its a simple enough concept it might be cheap-ish.

Its not going to be expensive just because it is Japanese. The Toyota Yaris is cheap.
Anyway, if it is expensive, it will be because most people will pay for a very expensive car if they do not need to pay for gas. However, I personally believe that it will be in the $20,000-$30,000 price range for the tiny version and maybe around $40,000 for a sedan (for those in the US).

Honestly that's not a terrible amount. Especially since the resale value is going to be incredible.
