Uh, actually I live about 20 minutes from Pearl Harbor, and I can tell you that while MOST of the ships from the bombing were repaired and sent back into service, USS Arizona still sits at the bottom of the harbor with a memorial built over it. It was declared a grave site. Granted the ship was damaged beyond repair, but Starfleet was not in a time of war.
