Even without the clearly racist overtones, wouldn't having two proms be considerably more expensive?

Yes indeed, but what often happens in these "holdout" towns in the South and such is that the white parents (usually the wealthier of them anyway) put the money together to hold a separate, private prom just for the white kids in a gym or community hall or something, and of course deck it out with a much bigger budget than the public school's prom. So it ends up de facto segregated and the legal ability to challenge it is nebulous.

This has actually been a recurring issue in the U.S. Stories like this pop up every year, it would seem. I used a feature similar to this with my Contemporary Issues: American Domestic Policies class last fall, will likely do it again when I teach it next year. Odd to think these things still occurr, but then, just go down south and you won't be too shocked.
