Given that the version I heard involved said Welshman being within 50 yards of Hereford Cathedral, I suspect it's a myth. I've also heard that it is just a commonly believed urban myth, but I don't know one way or the other if it's true or not.

This news article mentions the infamous Hereford and Chester bylaws; Though it states after midnight, and the Chester City website says open season is after the 9pm curfew. The lack of firm conditions when referring to this law strengthens the urban myth theory, IMO.
