I occasionally see this on Engineering meme sites on Facebook. Sometimes you see the solution as above or you sometimes see the running theory that it was made to stretch the road to accommodate more cars during rush hour. Personally while I like the idea especially where I live on trying to accommodate more cars during rush hour it just makes more sense to accomodate a gradiant that was originally too steep to begin with.
That and you do see this in some places anyway even in the US.
