Apparently there have been tons of mirrors set up after the first one was shut down. So it makes it quite difficult to shut them all down.

The mirrors aren't the issue since they won't have the intel of the original. People can spout documents all they want so long as they aren't sending out stuff that is declassified and/or isn't going to get people killed.
