We never suggested you did, we are merely stating our borders are closed and any movement over out borders by either state will be treated as an incursion on our space and an act of war.

Today is a notable day for the Jacorn Alliance.
Today is the first time in our existence that we have been able to contact such a great number of other sovereign races. With the aid of the Federation, we have successfully been able to translate and transmit ourselves to all major powers in this area. It is truly a day that will be remembered in the history books of my race.
But that is not the only first. For over a century my people have sat isolated, and waited a feared enemy. We never ventured outside our borders for fear of being discovered by the master race again. Since the breach of our isolationist ways we have learned that this race does not exist anymore. That they fell long before we arose to what we are today. And so for the first time, our ships are leaving our sovereign borders. We are colonizing the systems of 343 and 350 for the sake of our population, and maybe even for the purpose of finding more of our people lost on these worlds.
Today will be a day much remembered in the lives and history of the Jacorn People.

In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

The Federation is willing to discuss the terms of the tariff in general, not just with regards to the new territory. However the border with the Romulan Star Empire is closed. It is not a tariff issue, or a trade issue, but a security issue. It will remain closed until such time as the Star Empire is able to fully own up to its actions, make adquate disclosures and remove from service its provocative and destabilizing weapons.

If this is truly a security issue, then surely the Romulan Star Empire's senate based government is of no concern? Surely, it is the Tal'Shiar and the Thalaron technology that must be removed and examined. if the Romulan Star Empire is willing to discuss these issues, and yet retain their government, would this be more acceptable?

It is a variety of issues, of which those are just two, that have been commuincated to the Star Empire that do not directly concern the Breen in any way that we can see. We do not interject ourselves into disagreements between other powers where we have no interest. They concern us when both empire's stubborn refusal, for security or ceremonious reasons, mean that our only major trade route is impossible in an effective way due to the Federation's policy toward Romulan borders. We got round this set back, and then coincidentally after it was publically ascertained, the Federation drives into the sector with full force. While we believe the Federation pursues good goals of coreworld exploration, you have made it our issue by denying us the trade route.

To be fair the Romulans have made it an issue by creating a security issue that has not been resolved. We regret that you have been inconvenienced by the confluence of these two unrelated events (our need to maintain exploratory access and the need to secure the Romulan border) but there is little we can do in this instance. We are greatful for this. Hopefully, this can be a sign of better relations in the future. The Breen will work to a speedy resolution with the Romulan Star Empire.

"I was following orders," the excuse of a coward. If the Breen wish to hide behind the orders of an outside power as their justification for their crimes so be it. Following orders is not a justifiable defense for murder in any civilized society.

What security issue is so great, we have removed the Thalaron technology from service, as well as the perfect cloak that bothered the Federation, as well as that we have removed the Tal Shiar, the Federations complaint has to do with our keeping cloaking devices in commission, even though they are detectable to the Federation. We want to keep it so we can safely cross through territory of species that do not have the technology to detect cloaked vessels, so what is your argument, we have also told you that we would allow all those in connection with Shinzon's regime would be turned over as war criminals, so what do the Federation believe that the problem is?

Cardassian Hypocracy at its finest. You commited similar atrocities, if not worse during the Bajoran occupation. We at least had the virtue to terminate the victims quickly and painlessly. The Union slowly choked Bajor with a horrid decaying disease of attrition. Disease, pillaging, molestation of the women. You subjected Bajor to a slow, crippling demise that it is still reeling from.
We fully accept the crimes of our atrocities. Those in overal command have been removed. You cannot tarnish us with one brush, yet never acknowledge your own crimes that are identical if not worse. as far as we are aware, I have yet to see an official Cardassian apology for the damage to Bajor.

Any border treaty is only worth the signature on the bottom. The complete inability of the Romulan government to accept responsibility for its actions and the actions of its agents indicates to us that any such treaty would be without value. It was Shinzon. Or it was the Tal Shiar. Or it was rogue elements of the government.
And then in this very communication you admit yourself you intend to use your cloaking technology to violate the sovereign space of powers that do not possess the technical capapbility to detect your ships, which would be yet another act of aggression on the part of the Romulan Star Empire.
You do all this and you expect us to sign a treaty in good faith? With a power that just admitted it will utilize its cloaks to violate others powers territory? You must think us mad...
