"Steal" is a bit strong - I'd say "scrounge" is a more accurate translation.

Actually, you're only half-right in your analysis of slang differences. "Bum" means "borrow, beg, scrounge" far more commonly over here than it does "ass." Some folks might get the "fag=cigarette" reference, but most people would tell you to go find your own fag.

I had to guess. I have never heard "bum" used in the sense of borrow, beg or scrounge. I've only ever heard it to refer to your ass, or to homosexual intercourse. (well, straight people can have it too, but it has a taboo).
