I don't see the fuss. To me it's no different that say during WWII when people said "The UK became one giant armed camp for the invasion of France"... when in fact it became nothing of the sort, soldiers were always a small minority of the total population and a million or two extra from the US didn't alter that. It's a figure of speech for christ's sake.
