Just follow all the instructions, and it should show up in the Mod folder in settings.

Yes, because I'm so good at following instructions.
It's going to be me with a computer... I just don't see this ending well. There's a solid reason that no one asks me to ever fix things.

Okay, first you need to make sure the game is patched and up to date. If it isn't up to version 1.18 or something similar, it needs updating. Go to google, and type in "impulse driven". it should come up at the top link. On the right hand side of the page it should say "get impulse". Download it and install. It will detect Sins of a Solar Empire, and allow you to update it manually. This Impulse system is similar in many ways to steam, only its less intrusive than Steam is into the game.
Once thats done, go to the web link and download the latest version of the mod. I think you'll need winrar or another zip extractor. When it asks where to put it, you put it exactly where i tell you. Copy it into the location bar if you like, it should work just like a web page.

It should be extracted here. Once this is done, all you need to do is start the game, go to options and then Mods, and activate the mod.
