Here's a question. Though I have my own mind of this I would like to know the opinions of others about...
If you were to upgrade the D'D, what would you do? (Try to think within the resources of the RSE)
What roll do you see the new Norexan Class filling?
What roll would you like to see the two above classes filling if it was your call?
What kind of fleet deployment and construction would you run if you were the head of the RSE?
I've covered before a short but still detailed account of the Klingon Empire post DW. Plus everyone here should already know my views on the UFP and what I'd do with them. Keep in mind that this is a POST DOMINION WAR question.

with the sheer number of d'deridex in service and obviously large amounts of established infrastructure to initiate and maintain them, i see a number of progressive refits, with the valdore being the elite creme de la creme but the D'D staying as a reliable supplementary stalwart, much like how the soviets continued to upgrade and keep in service tanks which were technically obselete, just like what the PLA do today, slapping bits of explosive reactive armour on, upgrading target acquisition etc.
Worst case i see the D'D as being mothballed with regular maintainance, much like the old T34/85 and JS3 that are still kept in storage in Amur and Ussurian bases

I would try and put some armour on those damn things. They fall like paper! and maybe replace some of the unnecessary weapons with decent shield generators.

The D'D as I said before should be able to fill the Battlecruiser role. 11 disruptor banks and a plasma TL that I can think of is a nasty bit of fire power. The upgrades I posted before should support a weapons platform for the more drawn out battles that will no doubt be a part of the future. The KE is rebuilding itself and surely looking to the near with ideas of a modern fleet. The UFP is the super power of the AQ/BQ. As long as the RSE remains inferior to the UFP's current power, the RSE cannot influence the rest of the powers so long as it can't make the "weak" Federation even blink at them. The D'D is the key to this. Once upgraded to keep pace with the UFP's newer cruisers the RSE will be able to go back having some say with things.
Over all the RSE needs to grow. The KE isn't going to be any trouble for some time. The UFP isn't looking to start a war with the RSE. Now is the chance for the RSE to push its reach forward. Picking targets that have since been trouble for the UFP would help keep the UFP from wanting to side with the intended target. The Breen for one. Their large fleet shows a far deal of resources yet the fact that the their fleet is made up of small frigate sized ships with a worthless super weapon means that they are now a soft but rich target. Though it would be costly just due to the numbers of Breen ships, the pay off will be worth it. Even a year or two of war would still leave the RSE eight years to finish rebuilding and exploting the new resources before the KE is back to being a first rate power.
This is my overall sight of the current RSE. Any questions?

For this I see a need for armor and SIF upgrades. I'm not sure what kinds of armor the RSE has its hands on right now but it's not working. Time to look into something new. The SIF however shouldn't be hard and would be very helpful in extending the D'D time table in fleet actions. Weapons wise I don't see the need really for any changes. On the old toy model I had the D'D had eleven disruptor banks on it. Which "IF" I remember correctly had most of the ship covered in fire arcs. I would also like to add some extra power gen's to the D'D. I've only ever seen them fire one weapon at a time. I see it fitting as a Medium/Heavy Cruiser in the new fleet. Seeing that we've only seen it up against a super ship its hard to judge but the fact that it was taken out so quickly leads me to think that like most Romulan ships it isn't built for long drawn out battles. The Medium Cruiser role seems perfect for this new class. The RSE needs a fast but somewhat powerful ship to start running its spy missions instead of sending a battleship. We don't know the "exact" age of the D'Deridex but certainly it's no spring chicken. There were quite a lot already around at the time the Enterprise-D was a relatively new ship design. Enough of them that no other Romulan type of ship (other than transports and scouts) was seen, for years. That implies they'd been making them for at least a matter of years.
As for how much Romulan tech had advanced at the time the Norexan was designed and created, who knows. It's total speculation. Even accounting for lesser resources than the Federation, we have to assume there was at least some commensurate jump between the time of early TNG and post-Dominion War with the Federation's rather large technological leaps.
To merely say size tells us the D'Deridex is stronger than the Norexan is very tenuous. It'd be like a Romulan saying the Sovereign class is shorter than the Galaxy and thus probably a little weaker.
