IIRC, doctors like to implant a lot because there's a high failure rate and they want to maximise the chance that at least one or two will take. The policy was that if a lot took, they would just remove some.
Then a few years back a woman had all eight embryos implant and grow, and refused to abort any of them on moral grounds. Lots of people praised her, until she had them all and every last one died shortly after birth. They changed the policy after that to avoid a repeat performance.

Sounds like a much more sensible policy than ours. Hell, we didn't even do a background check on this woman, apparently.

You have to have a license to drive, fly and practice some particular trades. Sometime, I say sometimes, I think you need the same to become a parent. That doctor the performed the proceedure ought to have his license revoked.
Why? The odds of this happening are worse than the lotto.

Somone may have known but that particular maternity ward may not have. Depends which hospital or doctor she was seeing prior to and if she went to the same one. The doctor on call also may not have known until he showed up to play catch.

Highly unlikely, actually. Once you go over triplets, the chances of ultrasound detecting every embryo or fetus drop drastically. And you can't guess based on size or weight gain, because the size of each fetus drops proportionally to the number present.
While there is no legal limit to implanted embryos, many mainstream doctors are calling this case possible malpractice for implanting more than 4.
